Lebanon president steps down; asks army to 'preserve security'

-- Lebanese President Emil Lahoud has left the presidential palace and stepped down from his post, after not naming a successor, and is calling on the Lebanese army to preserve the nation's security.

A honor guard troops lined the walk in front of the palace for a farewell ceremony as Lahoud departed.
In the final minutes of Lahoud's term, which expired at midnight (2200 GMT), jubilant anti-Syrian demonstrators packed the streets, waving flags and setting off fireworks.
As the pro-Syrian Lahoud left the palace, he said his successor "should be a truly consensus president, and be (a) real man to stand by Lebanon the strong, that the countries of the world did not defeat."
One of Lahoud's last acts as president was to order the army to maintain security.
"There are conditions and risks on the ground that could lead to a state of emergency over all Lebanese territory as of the 24th of November 2007," said presidential spokesman Rafiq Shalala.
"Therefore, the president has entrusted the Lebanese army with security."
He said Lahoud is not declaring a state of emergency but calling on the army to maintain order.

Adventure vacation boat sinks in Antarctic

More than 150 passengers and crew aboard a sinking ship in the Antarctic, which is believed to have collided with an iceberg, have been rescued to safety, officials said.

The Explorer is seen sinking after it hit an object in Antarctic waters Friday.
No injuries have been reported among those rescued, after they were forced to abandon the sinking vessel and travel on lifeboats in sub-zero temperatures.
The Explorer finally slipped beneath the waves Friday evening, about 20 hours after the predawn accident near Antarctica's South Shetland Islands, the Chilean navy confirmed.
The Norwegian cruise ship MS Nord Norge took the stranded passengers and crew on board, a spokesman for Gap Adventures, which owns the sinking vessel, said.
The Nord Norge is now heading to King George Island, the nearest point, in the South Shetlands, the spokesman added.
Passenger ship Explorer reported problems near the South Shetland Islands, south of Argentina. The area is in a sector of Antarctica claimed by the United Kingdom.
The ship was on the 12th day of a 19-day tour of the southern Atlantic and Antarctic Peninsula.
It had already been to the Falkland Islands and South Georgia and was on its way to the Danco Coast, on the peninsula's tip, when the incident happened.
Capt. Carlos Munita of the Chilean navy said they received a distress call from the Explorer, saying the vessel had hit an iceberg around 10 p.m. ET Thursday.
But Gap Adventures spokeswoman Susan Hayes said it was not an iceberg but a "submerged piece of ice." The Explorer, which carries a Liberian flag, had a number of different nationalities on board including 24 Britons, 17 Dutch, 14 Americans, 12 Canadian and 10 Australians, Gap Adventures said.
Other nationalities include Argentineans, Belgians, Chinese, Danes, French, Irish, Japanese, Swiss, Colombian, Swedes and Germans.
John Warner, a spokesman for Gap Adventures, said the captain and chief officer initially stayed on the ship to make sure everyone was evacuated and to see if they could repair the damage, but they later abandoned the ship.
British Coast Guard spokesman Fred Caygill told The Associated Press the ship had a hole "the size of a fist" in the hull.

Kim Jong Il Warms To S. Korean Counterpart
But South Korean President Reportedly Rejects Offer To Stay In Pyongyang For Extra Day
(CBS/AP) South Korea declined an offer by North Korean leader Kim Jong Il to extend a summit between the two countries by an extra day, pool reports from Pyongyang said Wednesday. Earlier, Kim had proposed that his summit with South Korean President Roh Moo-hyun continue beyond its scheduled Thursday end. But a pool report from South Korean reporters, which did not cite any source, said the meeting would end Thursday and that the two leaders would announce an agreement that morning. The summit is only the second time in the history of the divided Koreas that top leaders have met. Kim appeared to warm to his South Korean visitor Wednesday after an initial chilly reception. CBS News reporter Don Kirk says Kim smiled pleasantly as he shook Roh's hand Wednesday - a noticable difference from the straight-faced greeting extended a day earlier. According to South Korean pool reports, Roh told Kim he was concerned about flooding in the North, where this year's seasonal summer rains left some 600 people dead or missing and tens of thousands homeless. North Korea delayed the summit from its original late August date due to the disaster. Before talks began at a state guesthouse in Pyongyang, Roh presented gifts to the North Korean leader that included a bookcase full of South Korean DVDs, featuring popular soap operas and films starring Lee Young-ae, believed to be Kim's favorite starlet. Kim is a known cinema buff who has a vast film library and purportedly has helped produce several movies. The two men posed seated for a photograph along with other delegation members before starting their meeting. Kim was accompanied at the talks only by his spy chief, while Roh was joined by four top officials. The morning session ended after just over two hours and the leaders were to resume meeting Wednesday afternoon, presidential spokesman Cheon Ho-seon told pool reporters in Pyongyang. This week's summit is only the second time leaders of the North and South have met since the Korean peninsula was divided after World War II.

Wednesday was expected to be dominated by the leaders' talks, for which no specific agenda was publicly known, before Roh was scheduled to view an evening performance of the North Korean propaganda spectacle known as the "mass games." It was not known if Kim would also attend. The show features thousands of synchronized gymnasts performing in front of a mural formed along the entire wall of a stadium by children turning colored pages of books. Conservatives have criticized Roh for going to the show, which extols the purported virtues of the North's communist regime. The North has excised potentially embarrassing sections for the summit, and South Korean officials have noted other visitors have viewed the event - including then-U.S. Secretary of State Madeleine Albright in 2000. During the opening day of the summit Tuesday, the North and South Korean leaders had no contact besides a 12-minute welcoming ceremony where they barely exchanged words. His demeanor appeared a stark contrast with the friendliness he offered Roh's predecessor, Kim Dae-jung, at the first-ever summit in 2000. Instead, Kim let his deputy, the country's nominal head of state Kim Yong Nam, deal with the South Koreans at ceremonial meetings, where pool reports gave no details of any substantive

issues being discussed. The North also hosted a banquet where Roh offered a toast to Kim Jong Il's health. Roh has said he wants to use this week's summit to start a genuine peace process with North Korea instead of the current reconciliation track, which has seen halting progress in reducing military tension on the Cold War's last frontier. The two Koreas remain technically at war since a 1953 cease-fire ended the Korean War, despite seven years of warming ties. Roh has not given any specifics about what he will propose or seek, prompting criticism from conservatives at home that the summit is an ego trip for the South Korean leader to establish a legacy for his unpopular administration, which ends in February. Both Roh and Kim also hope to keep the surging conservatives from winning South Korea's December presidential election.

They hold a commanding lead in opinion polls. The main opposition Grand National Party is more skeptical of relations with the North, insisting aid be conditional on nuclear disarmament and reforms in the country's centralized economy.

Using your mobile over an hour a day 'can harm hearing'

Using a mobile phone for more than hour a day could damage hearing, experts have warned.
Research shows that those who regularly use their mobile for longer than an hour a day find it harder to hear - with words starting with the letters s, f, h, t and z proving particularly troublesome.
The study, presented to an ear, nose and throat conference in the U.S. this week, comes as mobile phone use in Britain soars to record levels.
There are 70 million handsets in use in the UK, which are used to make a third of all calls.
The latest research compared the hearing of 100 mobile phone users aged between 18 and 25 with that of 50 others who did not use mobiles.
This showed a link between longterm regular usage and hearing loss, with those who used their mobile for more than an hour a day for more than four years tending to find it harder to distinguish sounds.
The problem was particularly noticeable in the right ear, to which most people hold their phone.
High-frequency sounds, such as those made by the letters s, f, h, t and z, were most likely to pose a difficulty, making it hard to distinguish between words such as hill, fill and till.
Researcher Dr Naresh Panda said it is possible radiation from longterm mobile use damages the inner ear.
Early warning signs may include a warm feeling in the ear, ringing in the ear or a feeling it is clogged up, the American Academy of Otolaryngology's annual conference heard.
Dr Panda, a ear, nose and throat specialist from India, said the small number of people studied means more research is needed to confirm the link.
"Our intention is not to scare the public," he said. "We need to study a larger number of patients."
However, the researcher, who owns a mobile but uses it sparingly, urged caution.
"We should educate the public only to use them when necessary," he added.
The Mobile Operators Association, which represents Britain's mobile phone companies, said independent scientific reviews carried out in the UK and around the world had "consistently concluded that the weight of scientific evidence to date suggests that exposure to radiowaves from mobile phone handsets and base stations does not cause adverse health effects".
Last week, the results of Britain's biggest-ever study into mobile phone safety were published.
It found no short-term harm to the adult brain , but a "very slight hint" of a raised risk of some types of brain tumour among those who had used the devices for more than ten years.

Attorney General Gonzales steps down

WASHINGTON - Attorney General Alberto Gonzales caved to his critics yesterday and abruptly quit, finally owning up to the devastating toll his personal gaffes and possible perjury before Congress had on the Justice Department. Gonzales, 52, told President Bush in two weekend conversations that he'd had enough fighting with Democrats seeking his ouster.
Gonzales fell because of the "overwhelming view that the man was not capable of the job or of telling the American people the truth," Sen. Chuck Schumer (D-N.Y.), who led Democrats' efforts to dump Gonzales, told the Daily News.
Schumer and other Democrats have charged that Gonzales bungled the firing of U.S. attorneys, allowed a staff of GOP ideologues to run amok, enabled domestic spying and lied to Congress.
The attorney general spoke briefly at Justice and took no questions in announcing that he'll leave Sept. 17.
Barely speaking above a whisper in a voice swelling with emotion, the nation's first Hispanic attorney general called his career as Bush's lawyer and then top cop a remarkable journey. "Even my worst days as attorney general have been better than my father's best days," Gonzales said in a nod to his migrant worker heritage.
He also praised his wife and three sons by name, as did Bush an hour later. Gonzales signed his resignation letter to Bush: "I remain at your side."
The President said his pal, whom he called "Judge," was a victim of politics, and he only "reluctantly accepted" the resignation after "months of unfair treatment that has created a harmful distraction at the Justice Department."
"It's sad that we live in a time when a talented and honorable person like Alberto Gonzales is impeded from doing important work because his good name was dragged through the mud for political reasons," Bush said in Waco, Tex., near his ranch.
Even top Republicans - who stopped defending Gonzales' shredded credibility months ago - had little nice to say.
Gonzales "lacked the necessary experience to be an effective leader," said Sen. Jeff Sessions (R-Ala.), a Bush loyalist on the Senate Judiciary Committee.

U.S. just missed Osama in '05 - report

American troops nearly stumbled onto Osama Bin Laden two years ago, but inadvertently turned away from the terror boss' hideout in Afghanistan, a new report says.
The U.S. patrol was not searching for Bin Laden and moved away from the secret lair along the Pakistan border without confronting his team of crack bodyguards in 2005.
Bin Laden's protectors were so worried that they nearly decided to kill him as part of a standing suicide plot to prevent him from being captured, Newsweek reported in its current issue.
"If there's a 99% risk of [Bin Laden] being captured, he told his men that they should all die and martyr him as well," Omar Farooqi, a Taliban official, told the magazine.
The tantalizing tale highlights the needle-in-a-haystack hunt for the world's most wanted man.
Even with a $25 million bounty on his head and thousands of G.I.s looking for him, the U.S. has never had a bead on the Sept. 11 killer. Some CIA agents even cryptically call Bin Laden "Elvis" because his whereabouts are so mysterious.
